He Joined I.A.S. in 1951 and served as Secretary to Madhya Bharat Government (1951-53) for Education, then Health and Tribal Welfare etc; Collector and District Magistrate (1953-62) and in several other capacities. In 1956-57 he was Special Officer, Virkam University, Ujjain, in which capacity he helped to bring that University into existence.
He was born at Sadhaura, Distt Ambala (Haryana) on June 1, 1908 His wife is Head of the French Department, Punjab University, Chandigarh.
While he was Professor at Banaras Hindu University he helped to organise the Jain Cultural Research Society in 1944 (merged with Paraswanath Vidyashram in 1970) and remained associated with it throughout its active life. After retirement from the I.A.S. he devoted himself to organising Ahimsa Shodh Peeth at Delhi.
He has written more than twenty books and numerous articles and papers on different subjects. He has written a scholary book Vardhaman Mahavira, and has published many papers on Ideology and Methodology of Ahimsa. Progressive and forward looking in outlook.
